Round 1: Getting in

Draw

Croatia: an ID card is enough. Croatia joined the Schengen area on 1 January 2023; Portuguese citizens enter and stay up to three months on a valid citizen card or passport. Montenegro: an ID card is enough. EU citizens may enter on a citizen card or a passport for stays under 90 days; the document must be valid three months beyond the exit date; register with the police within 24 hours unless a hotel does it. An ID card is enough on both sides, so the rule calls it a draw. The difference is that Montenegro is outside Schengen: you clear a real border, and the 24-hour police registration rule applies unless a hotel handles it.

Rule: Fewer hoops wins: ID card, then visa-free, then on-arrival permit, then e-visa, then consular visa.

Round 2: Getting there

Draw

From Lisbon, Dubrovnik is 2,338 km on the great circle, about 3 h 30 min nonstop; Podgorica is 2,419 km, about 3 h 30 min. Dubrovnik and Podgorica are the same distance from Lisbon, a draw on the rule. Dubrovnik has seasonal nonstops; Podgorica and Tivat do not, so Croatia usually wins the fare.

Croatia

Dubrovnik's normals give 5 months in the comfortable band (May to Sep); Podgorica's give 3 (Jun to Aug). Dubrovnik's normals give five comfortable months; Podgorica, inland and hot, gives three. The Montenegrin coast is milder than its capital's station suggests.

Montenegro

On the World Bank's consumption price level, with Portugal at 100, Croatia sits at 91 (about the same as Portugal) and Montenegro at 76 (below Portugal). Montenegro is the cheaper country on the index, and Dubrovnik is the most expensive town on this coast, so the gap on the ground is wider than the numbers.

Montenegro

Croatia's board leads with Dubrovnik Old City and the Dubrovnik city walls; Montenegro's with the Bay of Kotor and the Tara river canyon. Dubrovnik's walls are the single most famous sight in the Adriatic; the Bay of Kotor is the more beautiful place. Add Durmitor and the Tara canyon inland and Montenegro takes it.

Montenegro by decision, Dubrovnik for the day

Croatia wins the weather; entry and the flight are draws. Montenegro wins on price and on what there is to see beyond the one famous town. The practical answer is what most visitors already do: fly to Dubrovnik, walk the walls in the morning, and cross the border for Kotor and the mountains. If you must choose a base, choose Montenegro.

Do EU citizens need a passport for Montenegro?

No. The Portuguese foreign ministry's page says EU citizens may enter on a citizen card or a passport for stays under 90 days, valid three months beyond the exit date.

Is Montenegro in Schengen or the EU?

Neither. You clear an external border from Croatia, and roaming and currency rules differ, though Montenegro uses the euro.

Is Kotor a day trip from Dubrovnik?

Yes, about two hours by road each way with the border, and most tour operators in Dubrovnik run it. A night in Kotor or Perast is better.

How this card was scored

The tape holds six facts per side, each read from an official page on 15 September 2026: the Portuguese foreign ministry's travel advice for entry rules, the WMO's climate normals as supplied by each national weather service, the World Bank's consumption price level, the ISO currency list, the OurAirports coordinates for the flight estimate, and the national tourism board for the named sights. Flight times are an estimate of a nonstop from Lisbon at 800 km/h plus half an hour; many of these routes connect, and the connection is where the real difference lies.
