How a pair gets on the card
A pair is built only when every one of the six facts can be read from an official page for both sides: the Portuguese foreign ministry for entry rules, the WMO normals for climate, the World Bank for the price level, the ISO list for currency, the OurAirports table for the flight estimate and the national tourism board for at least one named sight. A pair the sources cannot fill is not published. Albania against Montenegro was dropped for that reason: the WMO carries no Albanian station. Croatia took its place.
