Dubai: visa-free on a passport. Portuguese citizens receive a 90-day short-stay authorisation on arrival, usable as 90 days in any 180-day period; passport valid six months; temporary passports are not accepted. Identical: a 90-day permit on arrival for Portuguese citizens in both, no visa. Dubai does not accept temporary passports; Doha wants two blank pages.

Round 2: Getting there

Doha

From Lisbon, Doha is 5,812 km on the great circle, about 7 h 45 min nonstop; Dubai is 6,139 km, about 8 h 15 min. Doha is half an hour closer to Lisbon and, unlike Dubai, the reason most people are in it is a connection on the national carrier anyway.

Doha's normals give 6 months in the comfortable band (Nov to Apr); Dubai's give 6 (Nov to Apr). November to April in both; every other month fails the temperature rule by a wide margin. This round is a draw and a warning: do not plan a July stopover walk.

On the World Bank's consumption price level, with Portugal at 100, Doha sits at 117 (above Portugal) and Dubai at 106 (about the same as Portugal). Dubai is cheaper on the index than Doha, which is the most expensive destination on this site. Neither is cheap; Dubai has the wider spread of hotels.

Doha wins the flight and the sights round for a transit day: the museum, the souq and the corniche fit between two flights. Dubai wins on price, on choice of hotel and on having a week's worth of things to do, most of them indoors. For a 12-hour layover, Doha. For a three-night stop in the Gulf, Dubai. No. The foreign ministry's pages give a 90-day permit on arrival in Qatar and a 90-day entry authorisation on arrival in the UAE, usable as 90 days in any 180.

Can I leave Doha airport on a layover?

Yes, on the same permit. Allow five hours minimum for the museum and the souq; the metro runs from the airport into the city.

How this card was scored

The tape holds six facts per side, each read from an official page on 15 September 2026: the Portuguese foreign ministry's travel advice for entry rules, the WMO's climate normals as supplied by each national weather service, the World Bank's consumption price level, the ISO currency list, the OurAirports coordinates for the flight estimate, and the national tourism board for the named sights. Rounds one to four are decided by the rules printed under each round. Round five is the one call we make ourselves, and the paragraph says why it went to Doha.

Flight times are an estimate of a nonstop from Lisbon at 800 km/h plus half an hour; many of these routes connect, and the connection is where the real difference lies. Price levels are national averages; a capital's hotel district can sit well above them. Visa rules move: the source page and its read date sit in every cell so you can check the rule before you fly.
