Morocco: visa-free on a passport. A valid passport is required even on package trips; Portuguese citizens are visa-exempt for tourist stays up to 90 days. Tunisia: visa-free on a passport. A valid passport; no visa needed for stays up to 90 days. Identical on paper: a passport and 90 days, no visa either side.
Rule: Fewer hoops wins: ID card, then visa-free, then on-arrival permit, then e-visa, then consular visa.
Morocco
From Lisbon, Marrakech is 804 km on the great circle, about 1 h 30 min nonstop; Tunis is 1,711 km, about 2 h 45 min. Marrakech is the nearer by more than an hour, and Lisbon has nonstops to Marrakech, Casablanca and Tangier; Tunis usually needs a connection.
Rule: Shorter estimated flight from Lisbon wins.
Draw
Marrakech's normals give 8 months in the comfortable band (Feb to Jun, Sep to Nov); Tunis's give 8 (Apr to Nov). Tunis keeps a coastal summer that Marrakech cannot; Marrakech wins the winter. Eight months each on the count, so the rule calls it a draw.
Rule: More months with a mean of 14 to 27 C and under 80 mm of rain wins.
Tunisia
On the World Bank's consumption price level, with Portugal at 100, Morocco sits at 65 (below Portugal) and Tunisia at 49 (well below Portugal). Tunisia's price level is the lower of the two on the World Bank index, and its tourist coast was priced for package holidays, so restaurants and taxis stay cheap.
Rule: Lower price level relative to Portugal wins.
Morocco
Morocco's board leads with the medina of Fez and Chefchaouen; Tunisia's with Carthage and Djerba. Fez's medina and Chefchaouen against Carthage and Djerba: Morocco has more of it and more variety, from Atlas passes to the Sahara at Merzouga. Tunisia's Roman sites are better than Morocco's, and emptier.

Morocco wins the flight and the sights; Tunisia wins price; entry and season are draws, with eight comfortable months on each side. Tunisia is the quieter, slower country, with the better beaches and Roman ruins that would be famous anywhere else. Pick Morocco for the classic trip; pick Tunisia if you want the Mediterranean and Carthage without the crowds that Marrakech now carries.

The foreign ministry's page notes the 2015 attacks and names the interior border zones with Algeria and the far south as the areas to avoid; the coast and Tunis are not on that list. Read the page before you book.

The tape holds six facts per side, each read from an official page on 15 September 2026: the Portuguese foreign ministry's travel advice for entry rules, the WMO's climate normals as supplied by each national weather service, the World Bank's consumption price level, the ISO currency list, the OurAirports coordinates for the flight estimate, and the national tourism board for the named sights. Flight times are an estimate of a nonstop from Lisbon at 800 km/h plus half an hour; many of these routes connect, and the connection is where the real difference lies. Price levels are national averages; a capital's hotel district can sit well above them. Visa rules move: the source page and its read date sit in every cell so you can check the rule before you fly.
