Round 1: Getting in

Uzbekistan: visa-free on a passport. Since 1 February 2019 Portuguese passport holders need no visa for stays under 30 days; longer stays need a visa arranged in advance. Tajikistan: visa-free on a passport. Since 1 January 2022 Portuguese citizens are visa-exempt for stays up to 30 days and must register with the interior ministry services after entry. Both are 30 days visa-free for Portuguese citizens since the rule changes of 2019 and 2022, so the rule calls it a draw. Tajikistan still asks you to register after entry; plan for it.

Rule: Fewer hoops wins: ID card, then visa-free, then on-arrival permit, then e-visa, then consular visa.

Round 2: Getting there

Uzbekistan

From Lisbon, Tashkent is 6,443 km on the great circle, about 8 h 30 min nonstop; Dushanbe is 6,542 km, about 8 h 45 min. Fifteen minutes apart on paper; Tashkent has far more connections, and many Tajikistan trips start in Tashkent anyway and cross by road.

Draw

Tashkent's normals give 6 months in the comfortable band (Apr to Jun, Aug to Oct); Dushanbe's give 6 (May to Oct). Dushanbe's normals give a long comfortable season, but the Pamirs are a different climate: the high road is realistically July to September.

Rule: More months with a mean of 14 to 27 C and under 80 mm of rain wins.

Round 4: What it costs

Uzbekistan

On the World Bank's consumption price level, with Portugal at 100, Uzbekistan sits at 44 (well below Portugal) and Tajikistan at 49 (well below Portugal). Both are cheap. Uzbekistan is the cheaper on the index; Tajikistan costs more in practice on the Pamir Highway, where a 4x4 and driver set the budget.

Round 5: What you came for

Uzbekistan

Uzbekistan's board leads with Samarkand and Bukhara; Tajikistan's with the Pamir Highway and Iskanderkul lake. Samarkand and Bukhara against the Pamir Highway and the lake at Iskanderkul. It is monuments against mountains. We give it to Uzbekistan because the cities are accessible to anyone with a fortnight; the Pamirs ask for time, tolerance for bad roads and a driver.

Uzbekistan for most people, Tajikistan for the road

Uzbekistan wins on the practical rounds and on sights that need no logistics. Tajikistan is the better country for one specific trip, the Pamir Highway, and if that is the trip you want, nothing in Uzbekistan replaces it. Do the cities first; the mountains are still there next year.

Is Tajikistan visa-free for EU citizens?

Portugal is included in Tajikistan's visa-free regime since 1 January 2022, for stays up to 30 days, with registration after entry, per the Portuguese foreign ministry's page.

Do I still need a GBAO permit for the Pamirs?

The Gorno-Badakhshan region has required a separate permit alongside the visa or exemption; rules change, so check with the Tajik consular service before you commit to the road.

How long does the Pamir Highway take?

Most drivers quote five to seven days from Dushanbe to Osh in Kyrgyzstan, longer with the Wakhan detour. Summer only.

How this card was scored

The tape holds six facts per side, each read from an official page on 15 September 2026: the Portuguese foreign ministry's travel advice for entry rules, the WMO's climate normals as supplied by each national weather service, the World Bank's consumption price level, the ISO currency list, the OurAirports coordinates for the flight estimate, and the national tourism board for the named sights. Rounds one to four are decided by the rules printed under each round. Round five is the one call we make ourselves, and the paragraph says why it went to Uzbekistan.

Flight times are an estimate of a nonstop from Lisbon at 800 km/h plus half an hour; many of these routes connect, and the connection is where the real difference lies. Price levels are national averages; a capital's hotel district can sit well above them. Visa rules move: the source page and its read date sit in every cell so you can check the rule before you fly.
